1) the cup size could have been too large (different bras have vastly different cup sizes even if they're all supposedly "B"s or whatever...I have bras that are As, Bs, and Cs!)
2) the band size could have been wrong (too large?)
3) Yeah, the shoulder straps could possibly have not been tight enough

The bra padding at the bottom of pushups kind of helps your boobs if the bra is snug enough so the breast rests on top of the padding. I don't know what cub size you normally are, but sometimes push-up bras really don't do much if you don't have much to work with (I'm really a B-cup and they don't help me out much) I REALLY like Target's bras, surprisingly. I'd check them out.
My mom and I don't wear anything near the same bra size, thankfully!
